As a member of the Council on Foreign Relations, I’m happy to share this article from Foreign Affairs by Matias Spektor about changes in the “international order” of the kind referred to by Mark Carney in his recent WEF/Davos speech. 

Spektor agrees with Carney that a “rupture” has occurred in an often hypocritical rules-based system with at least the appearance of principled behavior. But he cites troubles already apparent in an overtly transactional order, with “no more high road”, of the kind employed by the Trump administration.
